Job Description

Post Title:  Deputy Chief Executive Officer

Contract Type: Permanent

Salary: NJC scale point 33 – 35:  £36,922 to £38,890

The employer will provide an allowance for personal pension

Holidays: 25 days per year + public holidays. All bank holidays are given plus 3 additional days leave which must be taken between Christmas and New Year

Hours of work: 37 hours per week

Evenings and weekends may be required.

Office base: The Municipal Buildings, West Street, Boston, Lincolnshire PE21 8QR

Responsible to: The Chief Executive

The Deputy CEO will support the management and leadership of the organisation.  They will combine strategic oversight with some hands-on management of operational functions where this adds to the leadership capacity of the senior managers who are responsible for Social Prescribing, Community Development, Volunteering and Central Services.  The post holder will have a pivotal and influential role in developing partnership and collaboration, projects (ideas, bid writing and project management) and performance management including impact measurement.

Purpose of Job

  • To deputise for the Chief Executive in the role and functions of Head of Paid Service and Company Secretary.
  • To ensure that LCVS fulfils its charitable objects and meets compliance requirements.
  • To ensure effective company and business administration, financial controls and accountable resource management.
  • To enable effective strategy and operations and assist in developing and implementing the LCVS business plan.
  • To have strategic oversight and hands-on management of some functions and projects as required.
  • To develop strong and effective external relationships and partnerships.
  • To support growth and sustainability and enhance the reputation of the sector. 

Main Areas of Responsibilities

  • Deputy to the Chief Executive regarding overall functioning and management of the organisation including policy and procedures.
  • Oversight and coordination of internal and external communications.
  • Hands-on management of operational service functions and projects as required.

SPECIFIC TASKS AND DUTIES

Financial

  • Assist with management of the financial affairs of LCVS including preparation of budgets, financial reports and grant applications and the effective monitoring of income and expenditure.
  • Work with appointed contractors, auditors and other advisors and relevant staff to maintain a sound financial programme to safeguard the organisation.

Leadership and Governance

  • Deputise for the Chief Executive in relation to Company Secretary duties.
  • Deputise for the Chief Executive in advising and assisting the Board of Trustees on the present and the future operation of LCVS.
  • Assist the good governance of the Organisation in compliance with Company and Charitable Law and its legal compliance obligations.

Management and performance

  • Take a strategic role across services, taking on some operational functions, working alongside and supporting the senior management team responsible for Central Services, Social Prescribing, Community Development and Volunteering.
  • Assist the Chief Executive on developing and implementing policy and practice in the operation and development of the organisation.
  • Work with the senior management team to develop new projects and services.
  • Develop new project ideas and write funding applications.
  • Provide strategic leadership on performance management including project management, impact measurement and reporting.

Organisational Development

  • Help to identify the need for potential new services and projects and secure resources for the sustainable provision and development of LCVS services.
  • Advocate the concerns of the voluntary sector and encourage joint planning and codesign of solutions.
  • Help to communicate key messages and promote the activities of the LCVS.
  • Monitor issues which have a direct influence on the work of LCVS and ensure that Board Members and other voluntary organisations are made aware of relevant issues.
  • Contribute towards insight gathering and organisational research with production of evaluative reports.

Staffing

  • Support and encourage staff members and LCVS volunteers in the performance of their duties.
  • Identify and maintain staff training and development plans and to promote staff development.

Partnerships and collaboration

  • Assist and deputise for the Chief Executive in the development of partnerships and collaborations.
  • Deputise for the Chief Executive at meetings of other voluntary and statutory bodies including district, county and regional organisations.
  • Facilitate co-operation between LCVS and other voluntary and statutory organisations.
  • Take a leadership role for communications with member organisations, partners and the general public. 
  • Lead on Media interaction, including Press and Public Relations.

The range of contacts will encompass exchange of information on complex issues with potential significant and major implications for the organisation and local communities.

Work Demands

The post holder will need to act from time to time on his/her initiative and good judgement and react to irregular and unplanned events without necessarily consulting the Chief Executive.  The post holder will be required to set and work to deadlines to secure new or additional funding and contracts.
