Pro-bono consultant on Brexit

Job Description

HealthProm is looking for pro-bono help on Brexit.

HealthProm is a UK-based NGO that works to help vulnerable children in Eastern Europe, Russia, Central Asia and Afghanistan. The European Union is one of our significant donors. We are reviewing how we can ensure that HealthProm’s future work and viability is not threatened by the UK’s exit from the European Union.

Staff and Board have identified possible avenues for establishing a continued presence in the EU-27 which would ensure we would still to be eligible for EU funding. However we need more help in reviewing these and exploring the best options.

We are looking therefore for help to:

  • Examine in more detail the ideas we have identified internally so far
  • Review what other NGOs in similar circumstances have done or are planning to do to manage pro-Brexit uncertainty (with comparison if relevant to other UK research of development bodies working with the Commission with EU funding)
  • Provide a preliminary assessment of the legal, administrative and fiscal implications of establishing a presence in different  EU-27 countries
  • (if available) assess latest guidance from the European Commission on Brexit implications for international development programmes
  • Identify longer term sources of advice and support, depending on preliminary conclusions of the Board on routes to pursue.

The task would involve talking to staff and trustees of HealthProm, addressing the questions above and providing a short paper (up to 4 pages with Annexes) for consideration by the HealthProm Board on 2 October 2017. We hope advice could be provided on a pro-bono basis. Reasonable expenses would be paid.

The client is happy to conduct telephone interviews for overseas candidates.
