Chief Executive Restore

Responsible for: Executive Management Team

Reports to: Chair of Trustees

Employment term:Full Time (37hours)/Perm

Salary: £58,522 to £60,490 per annum
(3 months notice period)

Position based in:Oxford, Oxfordshire, UK

A Time of Change
 

In 2016 Restore's Board of Trustees and senior managers agreed that the current management structure did not accurately reflect the pattern of service delivery, our organisational functions or the wider social and economic context in which we operate.

So the successful candidate will be joining Restore at a time of change as the organisation reviews and realigns its management responsibilities in order to better reflect its purpose, tasks and functions. The CEO will be expected to lead this process in partnership with the Board and Chair of Trustees. The Board has confirmed that the CEO post is outside any restructure, but they do regard the full involvement of the incoming CEO as key.
 

Aims of Restore

Restore works in Oxfordshire with people who have severe and enduring mental health problems. We know that everyone has talents and abilities, and the capacity to make a valuable contribution to the community. We believe that people with mental health problems have the right to work, the right to the support they need to gain employment and lead fulfilling lives.  We also believe that the stigma associated with mental health problems damages the whole community and in all we do, we work to challenge this discrimination.

About Restore

Restore is part of the Oxfordshire Mental Health Partnership. A partnership that formally brings together six local mental health organisations: Oxford Health Foundation NHS Trust, Connections Floating Support, Elmore Community Services, Oxfordshire MIND, Response and Restore. The partnership is committed to better integrate services across the county in order to make it easier for people in need to get the best support, possible.

Restore receives statutory funding: a contract held with Oxford Health. In addition it raises a substantial amount of its income from grant making bodies and fund raising activities.

It is a medium sized charity, employing just over 80 staff, assisted by over 100 volunteers, and delivering services to over 1,100 people each year. It has six sites in Oxfordshire (four in Oxford, one in Didcot, and one in Banbury), plus two sub-contracted sites (in West Oxfordshire) and staff who work across a range of other sites in the county.

Restore provides a Coaching Service and Recovery Groups. Coaching provides one to one support enabling members (service users) to achieve their aims. Restore's coaching support focuses on supporting people to achieve paid work, after a period of illness, to start volunteering or start or return to education. Recovery Groups provide members with the opportunity to work on their journey of recovery together.

Restore also act as the lead partner, for the Partnership, managing  The Oxfordshire Recovery College, an innovative shared learning environment for people with mental illnesses, their families and carers and professionals working in the field.

Restore also offers Mental Health First Aid training and Working With Mental Health, the former aimed at both individuals and organisations, the latter aimed specifically at large corporates.
 

CEO Responsibilities

  1. Drive strategic engagement and organisational development to ensure that long term strategies are in place that enable Restore to achieve its objectives and meet the legal and moral requirements of a charitable body.
  2. Spearhead a substantial fund raising programme: a programme that is crucial to resourcing Restore's core business. In addition to maintaining existing levels and sources of funding, investing in building relationships with supporters, funders and potential funders.
  3. Undertake a key ambassadorial role which will involve communication with the media, the public, partners, donors and funders.
  4. Represent Restore on the Oxfordshire Mental Health Partnership, as we work together to create an integrated and joined up approach to the development of statutory and voluntary provision of and funding for mental health, locally.
  5. To lead the organisation and the senior team (currently consisting of the Operations Director, Finance Director, Volunteering and Training Director, and Head of External Relations). Maintain the commitment of staff and volunteers to our values, ensuring that members, who use our services, remain at the heart  of all we do
  6. Manage the day to day working of the organisation ensuring efficient and effective operational management, throughout Restore.
  7. Lead on and promote diversity and equality of opportunity for all.
  8. Manage Quality Assurance and ensure statutory and other reporting is timely and accurate. This includes supporting  the Board and its appointed sub-committees to ensure robust governance structures are in place and that the Board has timely  information  on performance
  9. Manage risk and ensure adherence to the charity commission's standards.
  10. The post holder needs to be flexible and to carry out other associated duties as may arise, develop or be assigned in line with the broad remit of the post.

This job description is likely to change over time, subject to discussion with the post holder, and in line with the expectation of funders and the strategy for the organisation agreed by the Board of Trustees.

Person Specification: CEO

Essential Requirements

  1. An understanding of management and governance in medium sized voluntary organisation and the work necessary to support the Board’s effectiveness and legal responsibilities.
  2. Substantial senior management experience including financial planning, budget management and general financial acumen
  3. Experience of managing a range of functions and relationships at a senior level including matrix management and leading in a partnership context.
  4. Experience of leading broad teams of professional staff, delegating and monitoring the work of others to achieve targets
  5. An understanding of severe and enduring mental illness, and the impact of this on individuals, their families and the wider community underpinned by knowledge of current policy and practice in the field of mental health, recovery, and employment.
  6. Knowledge and understanding of the social and political environment in which the voluntary sector operates and of the social policy issues which impact on Restore’s work
  7. Knowledge of and commitment to Equal Opportunities
  8. Knowledge of fundraising and funding strategies in the voluntary sector
  9. The ability to plan and manage a complex workload across a range of subject areas, meet deadlines and respond to unplanned demands.
  10. Clear verbal and written communication skills including the ability to engage staff and to summarise and to present complex information to a wide range of audiences

Desirable Requirements

  1. Experience of senior management in the voluntary sector or in a clinical or social care setting.
  2. Experience of working with people with mental health problems in a paid or voluntary capacity

Other work related criteria

Willing to be flexible on working arrangements.
 

Willing to undertake regular travel within the county and occasionally elsewhere in the UK.
