The Policy and Programme Manager is a key role at BIHR, leading our Officer team in developing and delivering programmes and policy outputs that improve support for human rights and the use of human rights approaches. This role encompasses both strategic and operational delivery. 

Responsibilities include developing operational strategies in line with the organisation's mission and strategic objectives, ensuring implementation of effective project and policy plans, and using exceptional communication and influencing skills in representing BIHR with key stakeholders. You will have a key role in fundraising and ensuring a sustainable BIHR, working closely with the Director on operational, strategic and internal planning and processes. 

Reporting structure

This role reports to the Director. The following positions report to the PPM: Human Rights Officers and Research and Communications Assistant. There will be 2 paid interns during the summer period, reporting to the PPM. Other potential reports, when in post, include Senior Human Rights Officer(s) and Assistant Human Rights Officer(s). 

Main tasks and responsibilities

  • To lead and motivate BIHR’s Officer Team, providing strategic direction and management support to ensure BIHR meets its objectives, delivers high quality policy and programme outputs, ensuring BIHR’s profile with key stakeholder.
  • To provide effective line management for direct reports, setting objectives in line with organisational plans and strategy and managing performance, in line with processes as agreed with the Director and reporting back to the Director.
  • To work closely with the Director to contribute to BIHR’s strategic and operational planning and management, contributing fully to cross-organisational strands of work.
  • To develop income streams and funding opportunities, working with the Director, and ensure that funder reporting requirements are met, including regular monitoring of outcomes and impact.
  • To provide knowledge leadership on the practical application of human rights within the UK, with a specific focus on people’s interactions with public services.
  • To lead and develop BIHR’s programmes work (including training and consultancy), ensuring these are sustainable for BIHR and lead to improvements in the support for human rights and the delivery of human rights approaches across the UK. Managing the delivery of this work includes: responsibility for planning and budgeting, and developing and reporting regularly on milestone/performance indicators, and ensuring effective evaluation.
  • To lead and develop BIHR’s policy work (including research, communications, campaigning and parliamentary), ensuring these are sustainable for BIHR and lead to improvements in the support for human rights and the delivery of human rights approaches across the UK.
  • Develop new opportunities to work in partnership with the voluntary and public sector, to drive forward human rights approaches to policy, practice and campaigning in the UK, ensuring that funding is secured or generated for such work.
  • To build and develop a BIHR’s policy and practitioner contacts, ensuring BIHR is able to maintain productive relationships focused on ensuring support for human rights and the use of human rights approaches.
  • To influence the sectors BIHR works with to ensure complimentary working relationships with other organisations and to keep up to date with relevant developments in law, policy and research so as to inform BIHR’s work. This includes participating in networks, working groups, discussion groups, etc.
  • Work closely with the Director in the development and delivery of BIHR’s Clinical Module at QMUL School of Law (undergraduate), and other QMUL responsibilities, as required.
  • To deliver all aspects of this job description in accordance with BIHR’s core mission, acting always in the best interests of BIHR.
  • To undertake any other relevant duties delegated by the Director.

Role overview:

  • Reports to: Director
  • Salary: £38,000 pa, inclusive of London Weighting (pro rata if part-time)
  • Hours: Full-time (5 days a week / 35 hours) or there is the possibility of part-time at 4 days a week / 28 hours (TBD with the suceesful candidate). Core days are Mondays and Fridays
  • Term: Fixed term for 12 months, subject to the completion of the standard probationary period. All posts are subject to funding.
  • Location: Based in London with regular travel across the UK, including overnight stays.
  • Leave: 25 days annual leave (pro rata if part-time)
  • Benefits: Employer pension scheme. Flexi-time policy for office-based days (core hours). TOIL policy for working outside of London. 25 days annual leave, with an additional 1 day annual leave for each year following 2 years of employment, up to a maximum of 5 long-service days.
